Training preparation


With support of the Dutch Ministry of Foreign Affairs the trainings are being organised by the National Environment Management Council (NEMC) and the  Deutsche Gesellschaft für Technische Zusammenarbeit (GTZ) GmbH on behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ).

More than a billion people worldwide are living on less than a dollar a day. About a billion people have no access to safe drinking water. Such figures show that greater efforts are needed to combat poverty. Development is a global task. The Dutch Minister for Development Cooperation is fully committed to the Millenium Development Goals (MDG's). The Directorate general for Development Cooperation (DGIS) has the responsability for the effectiveness and efficiency of the Dutch contribution towards the achievement of the MDG's. Poverty reduction and environment are seen as two sides of the same coin. The poor are the first to suffer from environmental degradation and natural resources are an important asset for pro poor development.

National Environment Management Council (NEMC), Tanzania

The National Environment Management Council (NEMC) was established by an Act of Parliament (National Environment Management Act) No. 19 of 1983 and became operational in 1986. NEMC was established with a broad mandate in response to the national needs for such institutions to oversee environmental management issues and also implement the resolutions of the Stockholm Conference (1972), which called upon all nations to establish and strengthen national environmental councils to advice governments and international community on environmental issues.

The said Act was repealed by Act of Parliament No. 20 of 2004 (Environmental Management Act), hence, re-establishment of NEMC. The overall objective and purpose of the Council is to undertake enforcement, promote compliance, review and monitoring of environment impact statements, research and disseminate environmental information to the public. Furthermore, it has to facilitate public participation in environmental decisions, undertake general supervision and coordination of all matters relating to Environmental Management Act of 2004 (EMA 2004) and any other written law.

NEMC has a key role to play toward the achievement of the national goal of sustainable development set out in the National Development Vision 2025 as well as implementation of the National Strategy for Growth and Reduction of Poverty abbreviated in Kiswahili as “MKUKUTA”. This role is reflected both in Council’s vision and mission:

  • NEMC envisions to excel in sound environmental management in order to assist the nation fulfill its aspiration for sustainable development.
  • NEMC’s mission is to ensure protection of the environment and sustainable use of resources for enhancing the quality of lives of the people of Tanzania.
