"Setting the Scene"
Opening and welcome
Opening remarks by Dr. Ramakrishna (UNEP) Second from left, below
Dr. Ramakrishna identified the objectives of the workshop as:
1) Identify aspects of national and international forest governance that may support ABS processes
2) Identify potential benefits of considering ABS for sustainable governance of forests
3) Identify interfaces and linkages between forest governance and ABS at the national and international levels, with the aim of fostering the dialogue between relevant actors
Opening remarks by Valerie Normand (SCBD)
Affirmed CBD secretariat support for the ABS Initiative and hailed its success. Ms. Normand said that the success of the Initiative is to reach out to governments and communities and sharing of practical experiences. Practical experiences have underlined the need for regional and national and ABS framework. The SCBD hoped that similar efforts such as ABS Initiative for Africa can be carried out in other regions. This workshop is the first of its kind in bringing together actors of the ABS community and actors of the ABS community.
Opening remarks Dr. Esau Umolo (NEMA) Below, centre
NEMA is very keen on the outcomes of this workshop. Our mission cannot be accomplished without clear guidelines on ABS for forests. Under the new forest management dispensation we are setting up conservancies, which will cater for community interests. This together with ABS legislation made by NEMA will ensure the upholding of Art 15 and the third objective of the CBD.

Opening remarks by Dr. Andreas Drews (ABS Capacity Development Initiative for Africa) Below, left
This workshop brings together the ABS and the forest processes. We are happy to collaborate with ICRAF, UNEP and KWS. A few brief words about the Initiative, its donors and to objectives- to support international negotiations and national law and policy. The Initiative is represented by a steering committee which represents donors, partners and African representatives. The steering committee provides guidance to the Secretariat of the Initiative. This is the first time that the Fritjof Nansen Institute the Norwegian think tank is supporting the Initiative.

Initiating the dialogue: Plenary session
Questions for discussion- Reflections on the day:
- What was new/interesting
a) About ABS?
b) About forest governance?
2. Where do you see potential for synergies?
There is a lot of overlap in the field of action and intervention mostly in the local setting. We also need practitioners in both fields to talk more with each other. There is synergy for working together in the certification process for forest products.

about ABS?
de l'APA?
How non-party members can access genetic resources and follow the guidelines on ABS, e.g., USA in the case of Mamala tree.
Modalities for sharing benefits (???) genetic resources be established clearly, e.g., the USA-Samoa case with regards to Mamata tree / discovery.
The Mamala case of Samoa.
Uncertainty of dispute resolution.
Mechanisms of Benefit sharing.
Process of ABS is very technical for local communities to understand.
ABS ambitious to be finalized in 2010.
Difficult to identfy country position that reflects voices of every stakeholder.
Desire for the IR to be legally binding.
PIC.
The International Regime concepts were new to 3 on our table.
That indigenous knowledge is such ab big deal for the International Regime.
It's still one big quagmire.
Most of the products are from developing countries (users are from already developed countries).
about Forest Governance?
de la Gestion de Forêts?
How to consider ABS in participatory forest management (PFM).
Facilitation process at different levels for informed negotiations and consensus would be good for ABS.
The TST setup within AFF.
Thematic elements of sustainable forest management.
The openness of the AFF and its linkages with key African intergovernmental bodies – AU, ADB, etc.
Putting in place implementable policy.
Harmonized regional forest policy.
Challenging the "Donor driven" approach in forestry sector.
Designing implementable programmes and seek support for that.
Some issues under ABS and Forestry Fora are the same.
NFP concept as a process rather than a rigid programme.
In this fora no one brought up corruption which dampens good existing policies.
Some countries already have ABS policies.
Where do you see potential for synergies between the two?
Good governance provides foundation for ABS.
Establish linkages between CBD, ABS and Bonn Guidelines clearly.
Cross-fertilization of ideas between AFF and ABS initiative for Africa.
Technical and manpower availability in forestry may be a useful resource for ABS Focal Points to tap into at the national level.
Non-timber forest products.
Forest governance.
Integration of the ABS and Forest Governance by technical backup.
Mobilize the same stakeholders at grassroot level.
Both promote conservation of biodiversity.
Both address livelihood and poverty issues.
Both promote participation and partnership.
Need to harmonize policies and legislation between ABS and forestry acts.
Need more "talking workshops" between practicioners in forestry and legalities.
