- Welcome and Co-chairs statement
Timothy J. Hodges, Co-Chair of the Working Group on Access and Benefit-sharing
Mr. Hodges spoke of his experience in Canada as the ABS focal point. He felt that the area where there was most promise was the area of protected areas. This was so because the Park Service in Canada was a part of the Ministry of Environment and this ensured that there is a natural connection between ABS and protected areas. To Mr. Hodges this follows naturally from the three principles of the CBD of conservation linked to sustainable use linked to benefit sharing. Mr. Hodges concluded on the note that it is in the self- interest of those who want to work on protected areas to partner with those who work with ABS.
- ABS and its linkage to the CBD’s Conservation and Sustainable Use Objectives
Rolf Hogan, WWF
Mr. Hogan noted that the WWF's approach to ABS is that it is crucial for conservation and sustainable use. The WWF therefore is anxiously awaiting the international regime
Mr. Hogan pointed out that in the experience of the WWF and protected areas- there are different types of stakeholders when it comes to protected areas which are for e.g. community owned, co-managed, private land, state owned etc. He also suggested that we look at issues of non- monetary benefits in terms of the health of the community, access to resources etc.
Mr. Hogan dealt with a variety of questions including:
- What are the benefits from protected areas and for whom?
- What is the role of the local communities and their traditional knowledge?
- Are there any potential negative impacts on communities, conservation and sustainable use and how can these be avoided
- What kind of legislation/regulations should be put in place? (Access and User measures)
- How can experience inform the negotiation of the international regime?
Country Presentations and discussion:
- Coco de mer/ coral reef bioprospecting, Selby Remie
- Namibian ABS approach and its links to conservation objectives, Sem Shikongo / Pierre du Plessis / Kirsten Probst
- Approach ABS regulation for National Parks, Ben Phillips
Summary and Closure (Facilitators)
The side event through presentations on ABS experiences in Namibia, Seychelles and Australia made clear linkages between how ABS reinforces the CBD objective of conservation and sustainable use and vice versa. Ground level experiences were presented on the conservation objectives of national parks and protected areas and the ABS possibilities that arose therein. The presentations resulted in an enthusiastic question and answer session concluding on the note that greater attention needs to be paid to the issue of ABS and protected areas as this is being insufficiently engaged with the current ABS negotiations.
