Fair and equitable sharing of benefits
Ms. Valerie Normand, ABS Program Officer, CBD Secretariat, presented on the various documents that has been included in the package of the ABS WG 5

 

She continued to provide a summary of the Gap Analysis which included findings such as:
•    Implementation of the Convention provisions nationally.
•    Traceability of genetic resources, relating to the Certificate of origin.
•    Lack of specific recourse relating to ABS in cases of non compliance.
•    Geographic gaps.
•    Genetic resources that fall outside national jurisdictions.
•    Different types of genetic resources (animal, plant) and the way they are used by different sectors.
•    Need to regulate the intermediaries.
•    Asymmetry between user and provider.
•    Knowledge about the use of genetic resources at the sectoral level.
•    Issue of terminology.
•    Property rights of genetic resources are not properly defined and leads to a lack of clarity.

Responding to a question, she assured participants that the FAO International Treaty on Plant Genetic Resources for Food and Agriculture is not at odds with the CBD.

After the break began the process of the workshop was aborted as a discussion about he best way to proceed took precedence. Participants were split.  Some preferred to spend the time looking at the negotiated text on a bracket by bracket basis whist others preferred to work to the original program of work. The discussion took until just before the original time for lunch at which stage it was decided that the afternoon session would be a closed Africa meeting to prepare a negotiating position. Following that decision the Chair Sem Shikongo from Namibia read out of the CISDL questions that appeared on the technical briefing papers.

Closure of meeting and lunch:


Mr. Suhel Al- Janabi closed the morning session by asking for feedback from the meeting to establish the terms of reference for a pre ABS-6 meeting.

The participants decided to welcome a representative from the EU at 4.45pm. The representative of Cameroon thanked the Dutch German governments for their support.
